4. Burlington will continue to attract employment opportunities to ensure prosperity and employment choice for residents and businesses, promoting the city's high quality of life as an economic advantage. 4.1 Maintain a timely supply and variety of employment lands for the needs of a broad range of business investors and employers; and protect employment land from conversion to incompatible and non-complementary uses. 4.1.A Encourage an increase in the number of sites and facilities appropriate for small businesses.
4.1.B Upon approval, develop an implementation plan for the recommendations of the West Burlington Revitalization Study.
4.1.C Develop, retain and be responsive to the growth needs of businesses that increase employment in the community, are environmentally responsible and good corporate citizens.
4.1.D Discourage the development of quarries, major land transportation and communication uses that have a negative impact on Burlington’s rural landscape, and agricultural lands and the environment.

4.2 Maximize the public benefits of Burlington downtown development opportunities. 4.2.A Attract and work towards the location of high quality office development and a 4/5 star hotel in the downtown.
4.2.C Encourage more downtown live/work opportunities.

4.3 Encourage economic development through green technology building on the presence of the Canada Centre for Inland Waters and the Royal Botanical Gardens within the city. 4.3.A Establish green building standards that encourage the use of alternative building technologies, which reduce resource and energy requirements.
4.3.B Coordinate city environmental and economic development policies.
4.3.C Develop a green business park reducing the need for traditional servicing.

4.4 Leverage current technology enhancements to ensure the City of Burlington remains a smart city. 4.4.A Develop a stronger Information Technology cluster within the regional economy.

4.5 Assist in the shift to higher value-added business development, leading to greater prosperity in the community. 4.5.A Create a business culture conducive to participation in the global economy.
4.5.B Collaborate with post-secondary institutions including Mohawk College, Sheridan College, Charles Sturt University, McMaster University and the Bay Area Learning Centre to develop and improve Burlington’s labour force.
4.5.C Partner with McMaster University on the establishment of the McMaster University business school and strengthen the linkage between McMaster University and Burlington businesses.
