| 5. Burlington will be a clean, green and environmentally healthy city. |
5.1 Develop a corporate policy for energy conservation and the use of renewable energy. Burlington will reduce corporate greenhouse gas emissions by 20 per cent on a per capita basis from 1994 levels by 2012. |
5.1.A Develop an Energy Management Plan for corporate facilities. |

5.1.B Develop a corporate green building standard such as Leadership in Energy and Environmental Design (LEED) for retrofit and new facilities. |

5.2 Work with partners to develop a community based action plan to reduce air and greenhouse gas emissions community wide. |
5.2.A Investigate and build on relationships with community partners to facilitate the development of a community action plan and host a climate change community summit to share ideas and experiences. |

5.2.B Collaborate with Burlington Hydro Inc. to identify local capacity to implement community energy projects, such as cogeneration and to encourage the adoption of solar, wind and geothermal energy by industry and the public. |

5.2.C Review Burlington's Anti-Idling By-law and make recommendations to increase levels of enforcement. |

5.3 Implement policies, programs and partnerships to green the city and protect Burlington’s native biodiversity. |
5.3.A Complete and implement an Urban Forestry Management Plan. |

5.3.B Explore partnership opportunities with the Bruce Trail Association to maintain and enhance trails within Burlington. |

|
5.3.C Implement the actions recommended in the Halton Transportation Master Plan to reduce the use of single occupant vehicles. |

5.3.D Facilitate the naturalization of city lands, including creek ravines and lakefront areas, promote and encourage the planting and maintenance of trees by Burlington businesses and residents. |

5.4 Support programs for a clean and healthy city. |
5.4.A Increase community participation for neighbourhood clean-ups. |

5.4.B Commence a review of the use of pesticides in 2007. |

5.4.C Expand and support recycling in city parks, facilities and events. |

5.4.D Investigate options to expand the recycling blue box program for local businesses. |

5.4.E Identify city and other public lands that could be utilized for community gardens and made available to community groups. |

5.5 Work with Environment Canada, Conservation Halton, the Region of Halton and neighbouring municipalities to protect and enhance local watersheds. |
5.5.A Meet Remedial Action Plan targets for Hamilton Harbour that relate to Burlington. |

5.5.B Continually improve stormwater management to minimize the flooding of properties and to protect the health of lakes and creeks. |

|
|
5.6 Strengthen ties with environmental organizations and foster new ones where needed. |
5.6.A Continue to co-ordinate and expand on environmental stewardship efforts with community and regional partnerships. |

6. Burlington will show leadership by ensuring operations and services are carried out in a sustainable manner. |
6.1 Minimize the impact of corporate operations and services on the environment through efficient use of resources and by reducing waste. |

6.1.A Improve waste reduction and diversion from city operations. |
|
|
6.1.B Implement a corporate green purchasing policy to encourage the use of products that reduce their impact on the environment. |

6.1.C Each city department will be responsible for ensuring operations and services are carried out in a sustainable manner. |

6.1.D Implement a program to replace all remaining traffic signals with LED fixtures. |
|
|
6.1.E Transition to a green corporate fleet of vehicles using low emission vehicles, cleaner fuels and right sizing vehicles for the job. |
