Leisure Services Policy (LSP)


  The City of Burlington, in cooperation with the Government of Ontario through the Ministry of Citizenship, Culture, Tourism and Recreation, has developed a comprehensive and flexible policy for establishing and delivering Leisure Services in a municipal setting.

In 2000, the City of Burlington adopted this unique and innovative policy that would guide Parks & Recreation decision making well into the new millenium.

The Leisure Services Policy responds to City values that believe in quality customer service, facility development, community involvement, positive economic impact, enhanced quality of life and community pride. This is achieved through the identification of:

  • Shared responsibility and community empowerment in leisure service delivery
  • Optimum use of available resources
  • Responsiveness to community needs
  • Effective decision making
  • Clarity of roles and responsibilities related to service delivery
  • Effective service delivery
  • Long-term direction and guidance to staff

The Leisure Services Policy is comprised of 5 key areas that will determine the best method to ensure effective service delivery. Specific tools for each area are available to guide you through the process.

Step 1

Service/Needs Identification - identifying community needs, current/future trends and demographics statistics related to the proposed leisure service. Use the Community Needs Assessment tool for assistance.

Step 2

Service Delivery Approach - consideration of all the potential ways the service could be delivered. Through the use of a business plan a preferred delivery system can be determined. Use the Options Analysis tool for assistance.

Step 3

Service Provider Selection - determine which service provider is best suited to deliver the leisure service. Use the Service Provider Assessment tool for assistance.

Step 4

Management of the Service Delivery - determine the appropriate methods to co-exist with other service providers so as to ensure that quality and customer service are not compromised. Use the Service Delivery Evaluation tool for assistance.

Step 5

Evaluation - ongoing evaluation regarding the effectiveness of the service being provided is essential. Use the Service Delivery Evaluation tool for assistance.
