Brant Street Pier Project Update (March 31, 2011)

CHAIRMAN AND MEMBERS
COMMUNITY SERVICES COMMITTEE

All updates listed below are detailed from the March 9th Community Services Committee meeting.

1. Brant Street Pier Steering Committee:

(Chair Scott Stewart, Nancy Shea Nicol, Donna Kell, Tom Eichenbaum, Joan Ford)

  • The team met on March 21, reviewed the new structure and the Chairs of the sub teams reported in.

2. Procurement Team:

(Chair Jazz Thandi, Nancy Shea Nicol, Scott Stewart)  

  • March 14           Established Procurement Methodology-Invitational RFP.
  • Stage 1 - The immediate need is to provide Professional Procurement advice on procurement methodology, approach, and overall general procurement advice to the City of Burlington on a rehabilitation project and landmark signature project.
  • Stage 2 & 3 - To complete the supplementary conditions for 2008 CCDC–2, need to update the standard construction agreement that the City uses for situations where CCDC-2 is not used.
  •  
    • March 17           RFP Issued to 6 Candidates.
    • March 24           RFP closes 3 submissions received.
    • March 25           All submissions reviewed by the team.
    • March 26           Interviews conducted with 2 proponents.
    • March 31           Initiate the Procurement Specialist assignment and sunset the Procurement Team.

Action for the next Community Services Committee

  • Confirmation of successful vender.
  • Successful vender joins the Project Team.

3. Project Management RFP:

(Chair Jazz Thandi, Tom Eichenbaum, Phil Kelly, Craig Stevens)

  •  
    • March 17             RFP Issued, 17 companies picked up the document.
    • April 7                 RFP Closes.
    • April 11               Short listing Meeting.
    • April 13               Interviews with short list of proponents.
    • April 18               Initiate the Project Manager assignment and sunset the Project Management Team.

Action for the next Community Services Committee:

  • Confirmation of successful vender.
  • Successful vender joins the Project Team.

4. New Project Management Team:

(Chair Tom Eichenbaum, Scott Stewart , Phil Kelly Craig Stevens, Morrison Herschfield, Procurement Specialist, Project Management specialist)

  • MH has commenced work on the pier as previously reported to Committee earlier.
  • March 3 Initial with MH’s Project Manager.

General:

MH team of engineers met with the city on site and inspected the pier site on March 11, 2011. The MH team includes project managers and engineers from various disciplines including civil, structural, electrical and inspection engineers.

Permit Application:

Preliminary contacts have been made with Conservation Halton and Transport Canada. Conservation Halton advised that a permit re-application is required, as well as their preliminary requirements for the permit re-application. Contacts with other authorities are on-going.

Structural Condition Survey:

The inspection engineers have assessed the site condition and plan to carry out condition survey before mid April. The exact date will depend on the weather condition.

Underwater Inspection:

ASI Group, an underwater inspection specialist, will perform underwater inspection for the pier foundations as a sub consultant to Morrison Hershfield. The inspection date is tentatively scheduled for Tuesday, April 5, pending favourable weather conditions. The inspection report is expected to be available by mid-April.

Site Survey:

The survey specialist firm, Callon Dietz Inc., will carry out survey for the pier site, including the shore-side components and the piers, as a sub consultant for Morrison Hershfield. Work is expected to commence early April, subject to weather condition.

Structural:

Structural design for the completion of the pier has commenced. In order to accommodate temporary loading conditions during construction, sequencing and techniques are currently being reviewed.  Production of structural drawings has also commenced. To-date, 4 general arrangement drawings have already been produced to facilitate permit application.

Electrical:

Electrical design have started with review of the existing drawings. Production of electrical design drawings in AutoCad has also commenced. The electrical engineers are presently going through the list of inventory of electrical items already stockpiled/acquired from previous contract, and have been in contact with the luminaire and pole manufacturers.
