Elgin Street Reconstruction and Parking Lot #2 Renewal

Elgin Street Temporary Road Closure

As part of the reconstruction of Elgin Street portions of the road will need to be closed in order to complete the crosswalks.

From Monday, August 15 to Monday, August 22 Elgin Street at the Burlington Avenue intersection will be closed in both directions. The intersection of Blathwayte Lane at Elgin Street will be closed on the north side only during this time. 

The intersection at Elgin and Locust Streets will be closed in both directions from Monday, August 22 to Tuesday, August 30.

The city apologizes for any inconvenience this may cause drivers and pedestrians. Please note that all work and dates are subject to change due to weather. 

Project details

Part 1: Elgin Street Reconstruction

Project Limits: Elgin Street from Locust Street to 40m west of Burlington Avenue. Locust Street from Lakeshore Road to Ontario Street.

Project Scope: This section of Elgin Street will be reconstructed, which will include new curbing, asphalt and sidewalk replacement. The new sidewalks will have impressed coloured concrete banding and black ornamental streetlight poles and fixtures will be installed. Locust Street will be resurfaced and there will be some improvements made to the street lighting.

Project Budget: $800,000

Part 2: Parking Lot#2 - Burlington Avenue at Elgin Street

Project Limits: Parking Lot #2 Project Scope: Full reconstruction, curbing and asphalt replacement Minor streetlighting improvements

Project Budget: $174,000

Part 3: Locust Street and Burlington Avenue Resurfacing

Project Limits: Locust Street - Lakeshore Road to Ontario Street Burlington Avenue - Lakeshore Road to Elgin Street

Project Scope: Resurfacing including sidewalk and curbing repairs as required. Minor streetlighting improvements

Project Budget: $147,000

Schedule

Elgin Street Reconstruction

Elgin Street from east of Locust Street (City Hall entrance) to 50 metres west of Burlington Avenue will be closed from May 9 to July 15, 2011. Pedestrians will be directed to Ontario Street or Lakeshore Road during construction. Locust Street and Burlington Avenue across Elgin Street will remain open except during crosswalk construction.

During the closure of Elgin Street Performing Arts Centre construction traffic will be required to use another entrance/exit to the site. A temporary access will be established on the west side of the site off of Burlington Avenue. Residents have been notified of this temporary arrangement.

For the Sound of Music Festival, Canada Day Celebration and The Canadian Road Cycling Champions events, the contractor will vacate the site (no work is to be performed) from June 16 to 19, 2011 and July 1, 2011. The contractor will be required to make the project area safe (on June 15, 2011 and on June 30, 2011) for vehicle and pedestrian use.

Parking Lot #2 Renewal

The contractor will be provided full access to Parking Lot #2 from July 4 to 29, 2011. The City of Burlington's parking services staff is developing a plan to ensure staff who normally park in this lot are accommodated elsewhere during the construction.

Elgin Street at Locust Street and at Burlington Avenue - Intersection Works

Decorative crosswalks will be installed at these two intersections. To best facilitate the construction these crosswalks the intersection will be closed in both directions. Elgin Street at Locust Street will be closed from July 4 to 15, 2011. Elgin Street at Burlington Avenue will be closed from July 18 to 29, 2011.

Toplift Asphalt Placement & Resurfacing

The contractor will be provided full access to Elgin Street, Locust Street, Burlington Avenue and Parking Lot#2. This final phase of work is to be completed from July 25 to 29, 2011.
